Here is the latest on the lawsuits USAGM is facing Under Kari Lake. Kari Lake's team has to respond to the court on September 15th.

A federal judge has ordered Trump administration official Kari Lake to testify under oath as part of ongoing litigation over her efforts to significantly reduce operations at Voice of America and its parent agency, the U.S. Agency for Global Media (USAGM).

During a hearing on Monday, U.S. District Judge Royce C. Lamberth said Lake was “verging on contempt of court” for failing to comply with previous orders to produce information related to her restructuring plans.



Lamberth ordered Lake and two aides — including Frank Wuco, a political appointee involved in controversial oversight of journalists during the Trump administration — to testify by September 15 and provide outstanding documentation concerning agency operations.

Lake is the subject of two related lawsuits filed by Voice of America Director Michael Abramowitz and several unions, journalists and press advocacy organizations. The suits claim her actions are unlawful and contradict congressional directives requiring the continued operation of U.S.-funded international broadcasters.
 
Several reports on DX forums that staff for the Greenville, NC shortwave facility is being called back to work. Apparently the station is now under the full control of the Office for Cuba Broadcasting. Radio Marti has been running an eight hour a day schedule on three frequencies since the return to shortwave a couple of months ago; I suspect 24/7 operation may be resumed shortly.

I doubt there will be a resumption of any other services from Greenville or the other USAGM shortwave sites. The resumption of the Radio Marti shortwave broadcasts is probably to mollify the Cuban diaspora in Florida, which largely supports Trump.

The 9450 broadcast of Farda till 1900 sounds like under modulated hummariffic junk. The rest of the broadcasts have sounded fine.
 
9450 is coming from the Dhabayya, UAE site between 1700 and 1900. No usage by Radio Farda of the currently silent USAGM facilities.

Abu Dhabi Media has generally provided good quality at the Dhabayya transmitter center over the years. Perhaps a bad program feed from Prague? Radio Farda had to cobble things together after the USAGM shutdown.

Listened to Radio Farda on 9450 from 1700-1715 UT today via the Riyadh Kiwi SDR. Good modulation level, but audio slightly distorted. All music during that time, I could hear the hum during quiet passages. Listenable, not a clean transmitter but I’ve heard far worse from some other broadcasters.

AFAICT the Brown Boveri transmitters at Dhabayya are around 40 years old, so perhaps showing their age.
 
Umm but these new cuts have not gone through a court and congress review. Also Kari Lake needs to appear in court to explain why the White Houses decided to issue the cuts.


 

Here is a new lawsuit against the VOA over eliminating collective bargaining rights.

In a complaint filed in federal court on Friday, American Federation of Government Employees (AFGE) and the American Federation of State, County and Municipal Employees (AFSCME) accused President Donald Trump, the U.S. Agency for Global Media (USAGM) and acting CEO Kari Lake of eliminating collective bargaining rights covering workers at VOA and other broadcasters overseen by USAGM.

In its lawsuit, the unions accuse Lake of restarting layoffs and breaking USAGM’s collective bargaining agreement last month. The move was intended to stifle free speech and expression, and to prevent covered employees from filing grievances with the union once their jobs were eliminated.

VOA journalists and technical staff have long been represented by AFGE Local 1812 and AFSCME Local 1418, which negotiated collective bargaining agreements providing workplace protections, grievance processes and procedures governing reductions in force. According to the complaint, those contracts were rescinded by USAGM on August 29 and more than 500 employees received notices of termination on an accelerated timeline.

Of course, nobody brings up the issue that it's a sanctionable offense to listen to this program in Cuba. If your food allocation or your permission to raise chickens or your job could be reduced or cancelled, would you listen?

Sure, if the signal is not horribly jammed by local Cuban stations. But people who know that if they are caught listening, they will be sanctioned dreadfully, generally are not going to risk it.

Plus, the socialist dictatorship has been in effect for 65 years. Three generations of Cubans know nothing else, so they are far less subject to wanting to hear someone criticize their homeland. The people who leave today do not hate Cuba... they just are tired of being poor.

On September 13 (UTC) the three evening SW frequencies of Radio Marti were on the air until 0400 (verified by my own listening) which is midnight in Cuba. There have been reports on DX forums of the day frequencies being extended by a couple of hours. So it seems the RM SW schedule is gradually being reinstated.

We are about three weeks away from the reveal of the B-25 time and frequency registrations by the HFCC, which go into effect October 26. Wonder if anyone involved with what is left of USAGM has made any? The current A-25 listings still have dozens of (now) wooden registrations for the various (former) USAGM services.
