KCYB Cypress Radio 103.5 fielding complaints from listeners

Unlikely. I think if David were to run your IP address through ARIN, it is highly unlikely it would resolve to an ISP in Mesquite, TX where Guel apparently lives. I think it is far more likely it would resolve to a proxy server somewhere.

But, assuming for a second that you are Guel, why haven’t you notified the FCC that K231CN is now rebroadcasting KFNC, not KODA? The translator hasn’t rebroadcast anything from KODA since October.

That’s a pretty clear violation of the rules. Do you care?

As of my last check, no, but also as of my last check, the hourly legal ID on K231CN included KFNC-HD2.

There's also the issue of K231CN's transmitter site being physically located outside KFNC's 60 dBu contour, which it extends by a considerable amount to the west.

Assuming the Commission actually does any checking at all when a parent station change takes place, that one clearly wouldn't pass muster.

Well, you can run my IP address at this moment I'm at home, I'm just Pastor Guevara's consultant as well as many other pastors. They build their stations and manage them as they want ...

It’s not my job to make sure your client’s translator is operating legally.

But since you’re “consulting” him, you might want to give the good pastor a call and let him know not reporting the change of parent station from KODA to KFNC could result in enforcement action if anyone chooses to report it.

Unlike the iffy directional and over-power situations with many translators in Houston, this one is easily verifiable.

Maybe it will finally be something the FCC can take action on.
 
Of course I'm going to do it, this Monday I will call him personally, I'm going to talk to him about these things, I'm the one who wants the FCC rules to be followed and please if there is anything you find wrong with my clients let me know.

If you are truly Mr. Güel, then you can read the past postings on this board and see, in general, where improper operation of certain translators has been reported. You would be doing a service to the community and your clients if you instilled in them a greater sense of obligation towards following the terms of their licenses and the FCC rules in general.

And... if indeed you are the famous Mr. Güel, then my apologies for the snarky response earlier. We've had incidents of imposters, sock puppets and the like in the recent past, so I may have overreacted. And, that said, welcome to the board. You can be most helpful in explaining the translator segment of local radio in Houston and the area given the number of application you have assisted in filing.
