Way FM benefits because they already have a station in 101.9 that covers almost all of the Denver area that 103.1 would've covered at Parker. North of 2 million people who would lose 103.1's signal at Parker with its move can already get 101.9. Also, by moving KFWA further from Denver, Way FM can continue to operate or lease out its translator at 103.1 to cover Colorado Springs, which would otherwise have had to be silenced or moved.
Lincoln, of course, benefits because it has a translator for KRWZ at 103.1 in the Denver area, and it would have had to move or silence that translator if 103.1 Limon were allowed to move to Parker. In exchange for re-licensing 950 to Parker, Way FM agrees to reimburse Lincoln's out of pocket expenses above $7,500, and Lincoln gets the added assurance of there being one less community in metro Denver that could be in need of "first local service."
So, there's a little give and take in this one.
