KTOX-FM Wofford Heights (near to Lake Isabella NE of Bakersfield) has filed a license to cover. Their transmitter site is as Shirley Peak. They are on 98.1. Does anyone hear this in the Valley?

A question:
As mentioned in a comment above, 98.1 K251BY is supposed to be the FM translator for KGEO 1230 AM in Bakersfield. Their transmitter is by the interchange of the 58 and 99 freeways south of the downtown area.
Upon further research, I see they have a construction permit to relocate to the hills north of Oildale, again on 98.1.
Why?!?! Just what we need, more crash zones where neither station will have clear reception.
Does anyone know the minimum distance required between a Class A station and a Class D translator on the same frequency?
Why would the FCC grant a license when their predicted coverage areas overlap so much?
