KTOX-FM Wofford Heights filed a license to cover

KTOX-FM Wofford Heights (near to Lake Isabella NE of Bakersfield) has filed a license to cover. Their transmitter site is as Shirley Peak. They are on 98.1. Does anyone hear this in the Valley?
 
I heard it this morning driving into Bakersfield from Delano. I was tuning in 1230 ESPN Bakersfield's FM repeater on 98.1 FM but instead of getting Dan LeBatard and Stugotz, I picked up some crazy sounding voices saying random letters and numbers (and sometimes words, often military phonetics) in various languages. It sounded like something out of The X-Files or Coast To Coast AM. Very weird until it got to the top of the hour and a legal ID was played. ESPN started bleeding in the closer I got to Bakersfield eventually overtaking it once in the city.

Yes! I am in Northwest Bakersfield/Rosedale, and I just noticed this station while scanning on my computer (RTL-SDR). I was also able to listen on my phone using the FM tuner app with only a bit of static. Not bad for a 77 watt station.

I love the format too! Some great songs that are rarely played on the radio. Their web site is: http://www.ktox.com

As mentioned in a comment above, 98.1 K251BY is supposed to be the FM translator for KGEO 1230 AM in Bakersfield. Their transmitter is by the interchange of the 58 and 99 freeways south of the downtown area.

Upon further research, I see they have a construction permit to relocate to the hills north of Oildale, again on 98.1.
Why?!?! Just what we need, more crash zones where neither station will have clear reception.

Does anyone know the minimum distance required between a Class A station and a Class D translator on the same frequency?
Why would the FCC grant a license when their predicted coverage areas overlap so much?

Actually K251BY has a CP to change to 101.1 at Off Woody Rd 6 Km North of Oildale.
