Idaho KTVB Virtual & RF Channel 7 gets RF Channel 23 go ahead

The FCC has granted the petition to allocate Channel 23 in place of Channel 7 for Boise Idaho.
KTVB's CP for channel 23 with 1,000 kw ERP can now go ahead.
 
So what's the backstory? Were they one of those back in 2009 that flash-cut to digital on their VHF channel only to discover their coverage didn't cover their market?
