Doesn't really matter if it's Duluth, Fargo, Sioux Falls or wherever; as far as FL is concerned, it's just "flyover country," Podunk burgs filled with refugees from "Deliverance"...
"Deliverance" is the South. What you're talking about is "Fargo," either the movie or TV show. And I was born and raised in "flyover country" and spent much of my career there. So, yes, you can find exceptions. Places where networks or major group owners, controlled by investment firms, don't own and operate the locations. Places without consultants calling shots. But that's not what reaches most of the viewers in the US, like it or not.
