Los Angeles and San Francisco FM Grandfather stations

How did LA and San Francisco got the most grandfather stations than any other Class B markets out there?

In San Francisco the only stations that aren't grandfather Class B's are KRZZ 93.3, KBWF 95.7, KSol 98.9, KBLX 102.9 and KSAN 107.7

In Los Angeles the only stations that aren't grandfatehr Class B's are KKJZ 88.1, KPCC 89.3, KRCW 89.9, KXol 96.3, KLAX 97.9, and KRoq 106.7.
 
It stands to reason that the larger markets (SF and LA) were the first to have FM's and the most likely to have owners that could afford higher power. Of course, those natural towers (Mt. Wilson and Mt. San Bruno) don't hurt either.
