Movies aired on tv in 4:3 ratio in 2016

Before I continue I must be clear I am discussing theatrical releases and not old "made-for-tv" movies.

I was watching tv today when I saw "Syriana" (released in 2005) airing on a local station. I found it odd that the movie aired in the 4:3 ratio and not 16:9 ratio considering this tv station airs HD programming. Is this how the film is distributed? Is 16:9 an option?
 
The TV station orders the movies in the format of their choice. Perhaps the station doesn't have the ability to record from the distributor and play in 16:9.
Of course, very old movies were originally shot in the 4:3 format.

Or perhaps the station/network doesn't have the rights to air the movie in 16:9, only 4:3.
