New channel 2 proposed for Colusa (NW of Sacramento)

One Ministries has filed with the FCC to allocate Non Comm channel 2 to Colusa as it's first TV station. The transmitter is proposed on Sutter Buttes 40 miles NW of Sacramento.
 
They'll have a difficult time getting a channel 2 transmitter to accurately pass the video data stream.
Low band VHF coverage isn't great either. I hope they have been informed of these issues.

I've watched several RF 2 DTV stations (Philly, Vegas, etc) and haven't seen any issues. What's the complication of passing the data stream at 54 MHz vs. higher frequencies?

One Ministries operates numerous low band VHF LPTV stations. They know what they are dealing with.
 
It is all about must carry on cable and satellite and retransmission fees.
Just must carry. These are noncommercial signals and can't get retrans money. (And wouldn't, anyway - what cable operator would pay for programming that customers don't demand? It's really only the big four affiliates that can command retrans money.)

6MHz is over 10% of the carrier frequency. That makes it difficult to achieve RD efficiency at the low frequency.
 
One of the Telemundo stations is supposedly transmitting low power from Walnut Grove on RF3 but I’ve only been able to get a blip on the signal meter, never have anything register. Full power channels 9 (mapped as 6) and 10 hardly come in as it is, and my antenna has VHF elements. The low-power UHFs here hardly ever come in either, have to wonder who actually watches them.
