New Station on 107.9 and Possible Shreveport Market Move-In

Alpha Media has been approved for a new station on 107.9 licensed to Longview, TX. There is a pending application for 100kw @ 234m that will put a 60dBu signal over the entire city (barely). I realize it is licensed to Longview, but with 5 stations in Shreveport (4 FM & 1 AM) and 60dBu coverage, would they be required to divest any of the other stations? Also, any speculation on a format?

Amazing there are C1's still running loose in a relatively populated area of the country. It could be three to five years before this even comes available for auction, so it's likely too early to speculate on format.
 
Alpha already acquired the CP in the last auction. It was a Longview station; Alpha is planning to build it in Shreveport instead of Longview.

It will be interesting to see what happens to this CP once it's built. 97.3 was originally to move into Shreveport licensed to Oil City on 107.9. However, interference with Barksdale AFB's communication system cause it to cease operating. Cumulus saved the CP by issuing a counterproposal to another proposed allotment. The counterproposal of moving 107.9 to 97.3 at Waskom instead of Oil City won out. KRMD-FM then replaced 107.9 at Oil City.

The new CP Alpha has applied for moves the station to Atlanta, TX from Longview. Since it will be licensed to Atlanta instead of Longview, it will not be home to any Arbitron rated area and will use the contour overlap method to determine market rather than Arbitron/Nielsen. It will be in compliance with ownership rules.

I have no idea what format(s) Alpha may be considering. As I mentioned before, the previous attempt to move 107.9 into Shreveport failed. I'm not an engineer, but this is the first time I've ever seen a company apply for a CP in a different city than where it was originally allocated. It looks like Alpha filed an application for the Longview facility but amended it to build in Atlanta instead. I'm not sure how the FCC would respond to this request. It doesn't look commonplace, but it may be permissible.
 
I didn't read the full application so I didn't catch the Atlanta part. It sounds like they know what they are doing but I've never seen this before.

2 things jumped out at me in reading the application:

The proposed station would provide a first commercial FM station for this
community.

Clearly, Alpha is not using this relocation to enter any urbanized
area. Rather, the purpose of the relocation is to upgrade the facility and provide service to
additional persons. Thus, the proposal will further the Commission’s goal of offering new
service to rural areas instead of additional service to urban areas.

Does anyone think they'll actually have studios in Atlanta and operate this as a local station? /sarcasm off
