New TV station coming to the Sacramento area

Is this the applicant One Ministries Inc that is getting KEDS-TV on the air in Sacramento.
Yes it is one of One Ministries new stations. One more to go in Fresno/Visalia coming soon.
Is this a full power station, and is channel 2 its real frequency? I’m not getting any signal on 2, the VHFs from Walnut Grove rarely come in here.
FCCData.org shows KEDS as RF2, Virtual Channel 16.
What’s its power? Wondering if I should bother programming it into my TV to see if it ever comes in. I have digital RF 3 programmed in since that transmits from Walnut Grove, after a year or so I got a few blips on the signal meter but it’s never come in strong enough to register the channel. (That one is low power, seems self-defeating to put a low power station on low VHF where full power has a hard enough time.)
1.3kw ERP @ 602 meters HAAT. Highly directional antenna located west of Yuba City with a lobe aimed at Sacramento.
