They probably don't know how! 
The thing that's always bugged me about WTKI is that it appears they've transmitted from a technically-unlicensed site since probably the late 80's and no one's ever bothered to fix the coordinates with the FCC. When I-565 came through their TX site off Mill Street, they filed to operate from coordinates that are near their studio but basically in Broglan Branch creek. The actual tower site is about 3,000 feet north and across the interstate. Granted it's not a huge difference, and the CP they have now will render this pointless, but it amazes me that no one noticed for all these decades. I've seen stations file coordinate changes for much smaller discrepancies just to make things on the up-and-up.
