Nexstar’s Sook To FCC: Set Cap At 78% ASAP

I'm fine if the cap goes up to 50 or 55% national cap but I don't see Congress doing it thou even know it should but I think that should be up to The FCC, not Congress just my opinion.
 
It's interesting that he is using the exact same argument that radio owners are using: "We need a bigger national platform to compete against the unregulated internet media."

Congress makes the laws, not the FCC. The FCC creates regulations based on laws passed by Congress and signed by the President. No exceptions. If there is a law on the books regarding ownership caps, the FCC can't violate it.

There is. It says every four years, the FCC has to study ownership rules to see if they're fair or should be changed. A few years ago, the Republican-led FCC repealed some ownership rules, and the Democratic Congress reinstated the old rules. The FCC is in the middle of their review right now, and just closed the window for public comments. We should have a decision from them before the end of the year.

I forgot about the quadrennial review. But in any case, they can only recommend a change (or not), but they can't make changes on their own. The final decision is still up to Congress.

Only if they object. The last time the FCC attempted to change ownership rules was in 2003. Here's some coverage of what happened:
