Outside of San Francisco/Oakland/San Jose and San Diego, the game will be on the league-owned NFL Network.
In fact, given that the game is between two West Coast teams, a case could have been made to have NBC regionally broadcast it in the Pacific, Alaska, and Hawaii time zones at 8:30 P.M. PDT; NBC to broadcast the previously-scheduled Sunday-night game (Houston at San Francisco) in the Eastern, Central, and Mountain time zones as scheduled at 8:30 EDT; and for KNTV-11 in the Bay Area to carry both games (since they both involve local clubs) as a late-afternoon-into-prime-time doubleheader.
Had the above idea been implemented, in the Pacific (except San Fransisco/Oakland/San Jose), Alaska, and Hawaii time zones, the Houston/San Francisco game could have been made available to the NFL Sunday Ticket service; likewise, in the East, Sunday Ticket could have carried the San Diego/Oakland game.
