NOTICE OF VIOLATION Texas Youth Organization Licensee of Station KRQP-LP Arlington, Texas

By the Regional Director, Region One, Enforcement Bureau:
This is a Notice of Violation (Notice) issued pursuant to section 1.89 of the Commission’s rules to Texas Youth Organization, licensee of FM station KRQP-LP (Station) in Arlington, Texas. Pursuant to section 1.89(a) of the Commission’s rules, issuance of this Notice does not preclude the Enforcement Bureau from further action if warranted, including issuing a Notice of Apparent Liability for Forfeiture for the violations noted herein. On February 3, 2026, an agent of the Enforcement Bureau’s Dallas Office investigated a complaint into the Station’s operating schedule and observed the following violation: 47 CFR § 73.850(d): “In the event that causes beyond the control of a permittee or licensee make it impossible to adhere to the operating schedule in [47 CFR § 73.850(b)] or to continue operating, the station may limit or discontinue operation for a period not exceeding 30 days without further authority from the Commission provided that notification is sent to the Commission in Washington, DC, Attention: Audio Division, Media Bureau,no later than the 10th day of limited or discontinued operation. During such period, ..... If causes beyond the control of the permittee or licensee make it impossible to comply within the allowed period, Special Temporary Authority (see § 73.1635) must be requested to remain silent for such additional time as deemed necessary not to exceed, in total, 12 consecutive months.” At the time of monitoring, the Station’s operations were discontinued. A representative of the owner of the antenna structure hosting the Station’s equipment confirmed that the equipment had been removed from the structure on December 5, 2025, and its operations had been discontinued for more than 30 consecutive days by the time of inspection. Texas Youth Organization failed to notify the Commission of its discontinuance of operations and failed to submit a request for Special Temporary Authority to the Commission for the Station to remain silent. Pursuant to section 308(b) of the Communications Act of 1934, as amended (Act), andsection 1.89 of the Commission’s rules, we seek additional information concerning the violations and any remedial actions taken. Therefore, Texas Youth Organization must submit a written statement concerning this matter within twenty (20) days of release of this Notice. The response (i) must fully explain each violation, including all relevant surrounding facts and circumstances, (ii) must contain a statement of the specific action(s) taken to correct each violation and preclude recurrence, and (iii) must include a timeline for completion of any pending corrective action(s). The response must be complete in itself and must not be abbreviated by reference to other communications or answers to other notices.
