Now this is interesting...world premiere of Justin Bieber's new single on V-103

Apparently, V-103 in Atlanta has aired the world premiere of the new song off Justin Bieber's Christmas album on Ryan Cameron's show. The single is named "Christmas Eve" it was written by Bieber and Chris Brown.

An urban contemporary station premiered a song by a major pop/mainstream artist, but it is the #1 urban station in the nation, known for playing mainstream crossover hits, and CBS's urban/rhythmic division flagship station. It's looks V-103 and Ryan Cameron beat out KISS-FM L.A. and Ryan Seacrest at his own game of premiering new music from major pop artists.

Why would CBS use V-103 and not one of their major market CHR's like 97.1 Amp Radio LA, 92.3 Now NY, Now 99.7 San Fransico, B 96 Chicago.

I know that none of those are considered flagships of their divisions except for 92.3 Now. However, Atlanta does now produce more music than most cities except maybe New York, and V-103 is a very recognized station across the board.

Their have been other CBS stations that started playing new music first. One I know of is 101.5 Jamz - Phoenix, AZ. First ones to play Rockateer - Far East Movement

Also hasn't 97.1 Amp Radio and 99.7 Now FM both debuted new songs

Very true, all of these stations have done this. I think the irony of this particular situation is it being an urban contemporary rather than rhythmic or CHR like the others.
