Percentage of revenue n xchange 4 content?

I've done my research, written the presentation, have advertisers w/written commitments. I met w/a network of 70 stations, we are meeting again. They want the program, want to retain ownership and I want a percentage of revenue, not inventory. What's fair?
 
Hmmm! They want the program, they get to retain owership and you collect in arrears? Well, thanks for the program, sorry, I'm not paying you now, so sue me.

How are you going to calculate their revenues? Are you going to trust what they said they made? Are you going to audit their books?
