Perry radio station owner- late 1980s/ early 90s

Perry's 1020 AM KOKP went by the calls KRAD in the late 1980s.
I use to know the station's owner, the man who owned the station then (1990ish), but for the life of me, cannot recall his name.
I believe it was Rusty.
He may have had a connection with neighboring Stillwater radio, or Oklahoma State.
Anyone recall?
 
The 1989 M Street Directory lists the owner as “W. Robert Morgan.”

I remember that station frequently saying it covered Guthrie, Stillwater, and Enid. That always seemed like a stretch to me, but a good car radio could hear it in Tulsa if the engine wasn’t running.

I erred.
The individual in question may have been the station manager, not owner. Pardon my mistake.
 
Well, the Broadcasting & Cable Yearbooks in '89 & '90 show the GM/GSM as Bill Roberts. John Deken was listed as having that position in '88.
 
I found who I was looking for.
It was David Free, who was general manager at KRAD and later, news director at KSPI, Stillwater.
I recall his name from when I was at Oklahoma State.
