Pitbull to appear on Univision's New Year Special

I know he's a native Hispanic, but is Univision a step down from FOX? Last year or the year before he did a New Year's Eve celebration on FOX.

Why would that be a step down? Univision likely will have greater New Year's Eve audience than Fox, as Fox is generally last-place among the CBS, ABC, NBC and themselves at that time.

Well with Sunday Night Football, NBC didn't schedule Carson Daly for midnight. But now that the NFL cancelled the last broadcast, NBC is just programming reruns of The Wall and Dateline on Sunday night and still leaving 11:35-12:35 to the affiliates. So that makes it ABC, FOX, Univision and Telemundo with NYE specials this year. CBS hasn't had a New Year's special in over 20 years.
