Additional height gets you much more additional real estate since FM is line-of-sight, especially looking downhill. Additional power is subject to the inverse square rule, where 4x the power only gets you 2x the real estate. 3000W on competing "100kWers" makes negligible difference. That is why 97.1 is such a blaster--almost full power but on a full class C stick (http://www.radio-locator.com/cgi-bin/finder?call=wsrv&x=0&y=0&sr=Y&s=C ), and in the foothills to boot (note how height above ground level is actually larger than HAAT because of that). ERF Is just one part of FM "power or coverage". Height Above Average Terrain is more important. That is why the NYC class B's 50KW at 492 ft* take a power hit and go to 6700 watts @ 1339 ft.*

There are a couple of grandfathered "B"'s that have better combinations but WPLJ is a typical NYC Class B.
99.7 wins with 1115ft. verses 96.1 @ 984ft. The extra 131 feet does help in most distant areas.
