20 people can be sharing a space in which a radio station is playing. If all have ppm units they'll all be counted as listeners, even if only 5 of them are paying any attention to the radio.
With the small number of PPM units in any given market, the odds of even 2 being in the same area (much less 20) are quite small.
 
The diary and ppm can each be accurate in their own ways, but they can spit out much different audience level numbers and rankings. And of course any good saleperson or politician can find a particular subset of numbers and spin them their own way.
 
A market the size of Indianapolis would probably have 1000 meters. That's one meter for every 1400 people, roughly. So in any gathering of 10,000 people, you're likely to have 7 or 8 meters.

So, WIBC could increase its ratings considerably by playing their own broadcast inside Conseco Fieldhouse, over the PA system. :)
