QRN or QRM noise ripping up WPHT 1210 skywave signal in NC

Is anyone else hearing it on the east coast? It is a 400-450 hz tone on 1210 khz. I have heard it every night for months at night. From Raleigh to Wilmington. The tone (noise) can be so loud that it distorts WPHT's audio at times.

DXers believe WDGR Dahlonega, Georgia is 400Hz (or so) off-frequency and operating at night. (it's supposed to go off at sunset)
 
Isn't the rule, for AM stations, still +/- 20 Hz?
I know we (in Macon) used to have a service in Atlanta monitor (and "zero-beat") our carriers once a month, then issue a report that had to be posted in the Control Room.

I'm sure that the FCC at Powder Springs would be happy to measure their frequency for them some evening, if they can't do it themselves:

Interesting to note, they have a CP (not licensed, according to the FCC website), to move, and to run ONE WATT at night, 20 KW days, and 12 KW during Critical Hours.. The current license is for 10 KW days, and 2.5 KW during Critical Hours, with no nighttime listed.
