Questions about channel Mapping in the San Diego TV market

Ok,

Through my previous discssions, I have learned that (and correct me if I am wrong):

When all the TV stations are forced to turn off their anolog signal, all stations will be broadcasting on a new digital frequency, most of them in the double digits.

When this happens, the vewer will mostly not noticed, since each station will "map" to their original dial position.

And, the FCC had some kind of ruling that stations MUST map to thier original destination.

So, my question is this...
In the San Diego market, where the local Network Affiliates have long been be scattered between VHF and UHF (with Fox, CBS and ABC being on VHF, UPN, WB and NBC being on UHF), will San Diego stations now be mapped to their VHF cable frequency?

For example.
Currenlty, Channel 39's cable frequency is 7, WB's is 5, and UPN's is 13.
So, will those be thier off air "mapped" channels now, thus allowing KNSD to drop the "39" from their image identifier, etc?

No.

KNSD is (and will continue to be) mapped to 39. KUSI maps to 51, KPBS to 15, etc. The key phrase is "off air mapped channel". Not "cable channel".

XHUPN is a different matter. It does not have a digital signal, being licensed by the SCT in Mexico, not the FCC in the U.S. The only Mexican-licensed television station with a digital channel is XETV. So at this point, I cannot answer your question about "UPN 13".

So that means SCT is assigning them a digital channel outside what the FCC is using for the core (2-51)?

Sounds like there is a lack of coordination going on again.<P ID="signature">______________

WCFN Springfield, IL, UPN station, analog 49, digital 53, terrible channel that's late to the game with digital.

Got the following response from Gary Stigall, their Chief Engineer:

<cite>Basically, all we know is stated on our website. Unlike the U.S., the SCT of Mexico has not proposed a shutdown of existing analog channels, so there are no plans to discontinue broadcasting on channel 49 when or if channel 53 gets going.</cite>

Maybe I'm reading too much into his response, but I got the sense that he's a bit frustrated. The last clause, "when or if channel 53 gets going" says to me that if I were in the SD area, I wouldn't look for XHUPN-DT anytime soon.

Well, that was done frequently in the States as well - for example, KFMB was assigned DTV channel 55.

The theory is that these out-of-core DTV assignments are interim, that XHUPN will move its digital signal back to channel 49 at some point and abandon channel 53. Likewise, KFMB's digital operation on 55 is interim, and they will move back to channel 8 at some point after the analogs are shut down.

Best I can tell (and my Spanish is quite limited) the SCT has not assigned specific DTV channels to specific stations. Rather, they've assigned a list of channels to each Mexican city, enough to accomodate the analog stations already existing there. Apparently (though best I can tell it doesn't say in the document) when a station is ready to apply for a DTV operation it selects one of the channels from this list.

In the US, yes. But according to the e-mail I got from the CE at XHUPN, the SCT is not proposing a shutdown of analog stations, so they would continue broadcasting an analog signal on 49 and a digital signal on 53, assuming they get one up and running. Unless Mexican authorities have made a new ruling on this in the past 2 weeks, of course.
