** 4 - NCAA Basketball - Pittsburgh vs. West Virginia (likely a WTAE broadcast outside of ABC) **

Correct - Pitt and UWV have a longstanding rivalry (going back pre 1900) known as the "Backyard Brawl" due to UWV being in Morgantown, which is just across the PA-WV border about 75 miles to the south of Pittsburgh.

This rivalry is especially prevalent in football (where it began way back when), and would carry over into basketball.

Was WTAE the carrier for Pitt's football and basketball games, or just when it was against West Virginia?

There was no "official station". just more a case of which station would pony up to carry whatever particular game.

It's kinda like when an NFL game is carried on cable (or nowadays streaming on Amazon), there is a rule that a local broadcast station in the participating teams' market must carry the game, and whoever puts in the best bid wins.

There is no such rule like that in college sports (even then), but it's the same idea...big game of local interest, not carried nationally, so whoever wanted to step up, lay down the cash, and televise it, they could have at it.
