Before asking "who is Blair," this was the television advertising rep firm that got into promoting rodeo on TV (KCRA was a client station, but not all Blair-represented stations carried their Pro Rodeo). This was the forerunner to Blair Entertainment. Other rep firms had divisions that produced programming at the time, most notably Katz Sports and Operation Prime Time (TeleRep).
 
The NCAA Football game on ABC at 9:00 was Florida (13) at Florida State (17). The 12:45 game was Notre Dame (3) at USC (20).

And the two Western movies on channel 36 (still KGSC at the time until Mar. 27, 1981 when it became KICU) were "Pawnee" (1957) at 8:00, and "The Kid From Texas" (1950) at 9:30. I can't find any info on the 3:45 am movie.
