Good question. Notice they included some PBS shows in there as well as shows from the commercial networks, so that may have had something to do with the odd start times.

The paper also listed schedules for Korea, the Philippines and several other bases on Japanese soil (Okinawa, Iwakuni, Sasebo) and they also have odd start times.]

As a neat addition, this was the radio schedule listed for AFN's 810 AM at Yokota - the date wasn't specified so I'm not sure what day of the week this was.
