Sex Offender bidding on Cosada CP in FCC Auction 91?

Looking though the public access side of the FCC auction 91 site uncovered a very interesting bidder. Lake Broadcasting is wholly owned by one Michael Steven Rice. This seems to be the same Michael Rice who was convicted of many sexual assaults in the 80's and 90's and eventually had three broadcast licenses REVOKED by the FCC? His address is the same - St Charles, MO. Didn't this guy used to own WAPZ-AM. How is he qualified to hold an FCC license? Why is he bidding in Auction 91?

Rice is a fairly common name. It's possible it's not the same person.
 
Then again, maybe it is the same person. A Michael Rice once owned KIRL 1460 in St Charles (St Louis suburb) MO. The station was a top 40 daytimer that went up against legendary KXOK 630, a Storz station in St Lou.

If you google "Michael Rice KIRL 1460 St Charles Mo" you come up with some info.
 
Has to be the same guy. His address as filed in the Auction is identical to his address as a registered sex offender according to the MO Sex Offender database. The FCC already ruled once that this guy did not have the morals to hold a license and was upheld by an appeals court. How tawdry.
 
A birdie tells me it's definitely the same guy. He didn't own WAPZ but LMA'd it. When he tried to buy the station, his line was that he was rehabilitated. He'll probably try to use that here if he wins. But felons can't own a license, can they?
 
Rice has been trying to re-apply for the stations that were seized in Indiana and Missouri for years, with no success. I doubt he'll be the winner in Cosada.

I don't *think* there's a blanket ban on felons/ex-felons holding licenses. With one exception:

Anti-Drug Abuse Act Certification. Assignee/transferee certifies that neither licensee/permittee nor any party to the application is subject to denial of federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C. Section 862.

The Commission seems to take these on a case-by-case basis. It is however definitely my impression they lean *against* granting licenses to felons. (and I would be VERY surprised if Rice is able to receive a broadcast permit)

The FCC has the audacity to tell something they don't have the morals to hold a license? Wow. "Morals," "FCC" and/or "broadcasting" do not belong in the same sentence. That, ladies and gents, is the pot calling the kettle black.

If morals are really a qualifier to hold a broadcast license, there are alot of corporate pigs and other such dregs who need to have their licenses revoked immediately. I should know: I worked for one or two.
 
Well, it would appear that this was all a moot point, since that isn't who won it.
