Tacoma translator CP at 95.1 heading to the Rose City

Cameron Cravey sells K236CA to Crawford Broadcasting as a companion to "1330 The Truth". No word on whether or not it will stay at 95.1 - but Tom Taylor's NOW newsletter speculates the frequency will be changed.
 
I'm kinda dense. (Most will agree this post can end right there).

But confused how they can sell a CP from one market to another market.....isn't there a bunch of related research that needs to go with the CP approval that is specifically based on its proposed location (adjacents, etc...). I don't follow rules very closely so my assumption may be completely off base ... but this seems either (a) weird or (b) indicative that the FCC really doesn't care or enforce ANYTHING or (c) both.
 
It's the FCC's plan called called "AM Revitalization." Basically, broadcasters are buying up translators and CPs of translators as far as 200 miles away, and moving the translator station to their city to relay an AM station. Basically, to hog up the dial even more. It's not only news/talk/sports stations that are doing this, but religious/Catholic ones that have a 0.0 in the ratings!
It has caused interference controversy in many cities...including Lexington, KY, where semi-local WSGS Hazard on 101.1 was MIA due to a translator of 590 WVLK News/Talk. There were SEVERAL HUNDRED complaints. WVLK had to move their translator to another channel.
Don't tell anyone in Yakima, but no AMs have signed up for translators lately here in the great Yakima Valley...yet. I bet KIT wants another FM relay so bad after losing their 99.3 to KMGW's Mega Rhythmic Oldies format. Same w/ KUTI. KDYK has a 93.7, which is in horrible audio quality and used to be a translator of U-Rock Radio 96.1 KLKY in Stanfield, OR.
 
This should be interesting. There are no available frequencies for translators in the Portland area. Everything that appears to be left is taken up by LPFM construction permits. Maybe, they can get their money back.
