Top Of Hour News Off-Track On 158 And 165

Has anybody who listens to either America's Talk (158) or Talk Radio (165) notice recently that the top-of-the-hour news update doesn't start until 1 minute after the hour? Can somebody explain this one?
 
There's nothing mandating that news MUST start at :00. Maybe they want to delay it so it transitions into the program. Besides, IRN-USA barely qualify as legitimate newscasts. I don't see why they don't use AP Radio News like the other XM talk channels.
 
I bet CC would have to pay for AP. They (probably) get IRN-USA for free and/or barter.
I wonder, if they do in fact turn on the CC channels free nationally soon, if that'll get CC to invest in some "Premium Choice" content for these channels, rather than their current bargain-basement approach. I also wonder if they'll still call it KISS XM 21 and MIX XM 22, or if they might combine KISS XM with the iHeartRadio.com "Hit Nation" feed - and do something similar for XM 22.
 
AP Radio News claims they are barter.

AP does 4 minutes of news per hour (3 top, 1 bottom). I'm not sure exactly what their inventory requirement is, considering when I hear them on XM 167 (who opts out of the bottom-of-the-hour newscast) I don't hear any network spots. Stations can jump out of the newscast at 2:00.

IRN-USA News is also barter, but they come with a good deal of inventory. Of the 8 minutes of newscasts they broadcast per hour, 2:30 of that are spots. Affiliates who play a newscast must play at least the first two minutes :)60 news, :60 spots). Stations can jump out of the top newscast at 2:00 and 3:30 (after another :60 news/:30 spot), and out of the bottom newscast at 2:00.

I don't see how Premium Choice is any more bargain basement than the current situation. Heck, it feels like Kiss was a testing ground all along for Premium Choice, and they already use a couple of their jocks.
