Unidentified Station at 107.3 in San Diego Country Estates

I'm not sure how long this station has been running but I heard it several months ago in the summer and happened to hear it again today. In San Diego Country Estates (near Ramona) someone is running a signal on 107.3 that is rebroadcasting conservative talk station WMAL in Washington, DC. It carries mostly syndicated programming. It fights with the 107.3 from Tijuana in some parts of the area, while it is stronger in other parts. It probably has a range of a couple of miles. It's coming from a streaming app because sometimes the commercials are local to Southern California as you'd hear on Audacy or iHeart. I don't think it's a legal LPFM but it has a strong range for a consumer transmitter (those Part 15 jobs I think). Anybody know more about it?
