US radio, especially public radio, is like a bad restaurant ...

The statement is an answer to the question, who should decide what is on-the-air. Listeners should decide, not some grand poobah government. Ratings, ability to sell the time or otherwise garner support are the measuring sticks.

"Ability to sell the time" is not an indication that people are listening. Otherwise, brokered stations would be leading the Arbitrons.
