Way FM's 89.9 translator in the north of Nashville file's a modification

WAY-FM just applied to use the HD3 channel of WPRT 102.5 to rebroadcast their 89.9 translator in the north of Nashville which would be 90 watts. 90 watts is not much compared to the 80 watts it is licensed as but it looks like they will be able to increase the tower height for better coverage.

WPRT's tower is the same tower as Way-FM's WAYQ south of Clarksville. WPRT's HD signal is likely 1000 watts at 974 feet. This will enable WAY-FM to increase the coverage area of the 89.9 translator for better North Nashville coverage which is their objective. And with those that have HD radio help with reception too especially north Nashville where WAYM has poor coverage.
 
Not being anywhere close to an Everett Lawson...these translators confuse me..seems they can be sold and re-programmed to different FM frequencies..is that right ?? and they seem to come in various power configurations..and stations can buy one ..or as many as they want..and have them spread out to make a wider coverage area..kinda like cell phone coverage works...is that the basic idea ??
