I wouldn't write off AM as dead...yet. If they play their cards right, the station can be a success albeit a modest one. As you suggest putting up billboards, I might also suggest being a presence at car shows, certain sporting events, dances, maybe motorcycle/scooter shows and perhaps some other events of interest. I might also suggest that manufacturers of high quality AM radios be considered as a source of revenue for advertisement.Its on a AM signal. Some dont even know the station is on the air unless billboards are put up around Philly. Not to mention WDAS FM and WRNB are on the air.
