What Happened to the Failed AM 530 All-Traffic Radio Experiment in the 1990’s?

I was searching online about why there were no all-traffic radio stations in Southern California and came across an interesting Los Angeles Times article from July of 1991 about a “new” all-traffic radio station broadcasting in the North County of San Diego along the California 78 Expressway on 530 AM. The article is interesting because it says the station was started by “The Transportation Management Association”, a publicly funded North County transportation agency that seemed to be affiliated with CalTrans, to give an up-to-the-minute traffic status report for motorists along California 78. The article describes how the station was failing to give accurate reports and had awful interference from AM 540 in Tijuana (not surprising). They even said that CalTrans contacted the AM 540 Tijuana station management and asked them to tone down their signal, but that did not happen. I was wondering: what happened to this station?

I can’t find any evidence to show that this station ever existed besides this Los Angeles Times article and obviously it is no longer around today. I know multiple state’s Department of Transportation have public information stations broadcasting at 530 AM, but not one that was trying to be a real-time traffic information station.
