What is the story w/ WTMD showing up on 105.5?

Baltimore 89.7 WTMD. Down here in N. VA, I've been hearing this station @105.5, what gives? No mention of a new relay on they're website.

Little known factoid. Individuals and/or organizations can license FM translators and elect to relay whatever distant FM signal they choose--commercial or non-commercial, as long as they get the permission of the originating station. My guess is that a Triple A fan across the Potomac determined to re-broadcast WTMD's signal for his own amusement and/or his neighbors' incidental amusement. Probably just a hobbyist with a few grand to blow.
