This one has puzzled me too. EMF paid Colorado Christian University 6 million dollars (I think) for KFDN and a handful of translators around the state. I can't imagine they would spend that much money just to add a second and much weaker KLOVE station to Denver. That doesn't make much sense.
As far as Boise goes, KTSY is a very strong station (financially) with a fantastic signal and a large local presence. Even if KLOVE did come in to town the effect would probably be less that you would imagine.
