Whats up with STREETZ 103.3's booster translator 100.5?

Not exactly.. both are listed with the primary stationas WGIV 1370, so its not a translator with a translator

I was in Charlotte last week and noticed 1370 was off the air. The rule reads if the primary station is off the air the translators must be off too. 103.3 was on.

Your statement is partially true. However WGIV 1370 is a Class D station which means it must shutdown or reduce power to prevent interference to other broadcasters during night time hours. The FM translators can remain on air as long as the primary station was on the air in this case (1370 WGIV) which was the air within the last 24 hours. I put the FCC laws regarding FM translators & Class D AM Stations Below.

My statement is 100 percent true. The last few times I have been in Charlotte I have tried to tune in to 1370 during daytime hours and they were clearly off the air.

Part 73 is pretty clear on the minimum hours of operation...

§ 73.1740 Minimum operating schedule.

(a) All commercial broadcast stations are required to operate not less than the following minimum hours:

(1)AM and FM stations. Two-thirds of the total hours they are authorized to operate between 6 a.m. and 6 p.m. local time and two-thirds of the total hours they are authorized to operate between 6 p.m. and midnight, local time, each day of the week except Sunday.

(i) Class D stations which have been authorized nighttime operations need comply only with the minimum requirements for operation between 6 a.m. and 6 p.m., local time.

I noticed that the 100.5 translator off the air again. Has the upgrading of the 100.3 (WMKS) out of High Point, NC signal began yet?

WMKS all the way in charlotte should have no bearing on an Atlanta area signal!
