Wheel Of Fortune on NBC television affiliates

I always thought that Wheel & Jeopardy were always paired together in syndie.

nope. Not here in Minneapolis
Jeopardy on KARE 11 (NBC)
Wheel on WCCO (CBS)

and in essence in Mankato, MN too......technicality as KEYC is the only station in the market
Wheel on KEYC CBS
Jeopardy on KEYC-DT2 Fox sub

and until they came under common ownership in Duluth, MN too
Jeopardy on KDLH CBS (was its own station until bought by Quincy...now its a sub of KBJR)

Originally Jeopardy! was on Channel 46 and in the 80s WXIA picked up Jeopardy/Wheel of Fortune. During the 1980s Jeopardy would air at 4:30 pm in 1989 and Wheel of Fortune at 7:30 PM. WXIA was owned by Gannett and the company split and was renamed TEGNA. By 1990 Wheel/Jeopardy moved to WAGA-TV/ Channel 5 then CBS and when WAGA switched to FOX in 1994 both shows were on the FOX affiliate. By fall 1996 Wheel/Jeopardy moved back to WXIA-11ALIVE and did well in the ratings.

However, by 2002, the station canceled the 5 pm news. Jeopardy moved to 4:30 pm, Dr. Phil at 5 pm, 6 pm News/NBC News at 6:30/ News at 7 pm, Wheel of Fortune at 7:30 pm. In 2006, Gannett bought WATL-Channel 36 and WXIA/WATL would become a duopoly. The station would even move Jeopardy at 6:30pm on WATL and by 2016, the 5pm news back and the 7pm news was axe for Wheel/Jeopardy at 7 & 7:30pm.

Also WDIV has had Wheel/Jeopardy but in 1988 the station had Jeopardy at 7/ Wheel at 7:30 pm but switch Wheel at 7 & Jeopardy at 7:30 pm as of current.
 
In Philly, WPVI did indeed serve as the largest station to carry Wheel at launch, though I've heard told KYW (then NBC, owned by Westinghouse) initially wanted to pick it up, but put it in the afternoon. WPVI gave it the evening slot it still holds.

KYW did get the first season of Jeopardy, slotting it in midday WPVI swooped in for season two, and for one week, the stations overlapped.

Nope. The syndicated 80s Jeopardy! was on WAGA/channel 5 at first at 10:30 AM weekdays. A year later it moved to 4 PM weekdays (airing back to back with the Rayburn/Farago-hosted Break The Bank) before upping it to WXIA for a few years then bouncing back between the two stations. Channel 46 carried some game shows but Jeopardy! was never one of them.
