When did FCC mandated that all SF stations must include Oak and SJ in Station ID

To add to the pre-1981 legal I.D. ways, two radio tations I worked for applied, and got,
FCC permission to change their COL to two cities, both requests granted in the mid-1970s
based on similar coverage of each city (each station had a copy of the FCC grant posted
in the studio);
KWIN, Lodi/Stockton
KUIC, Vacaville/Fairfield

Seems like KTVU, Oakland/San Francisco, probably fits this theme, as I remember the I.D.s
being dual-city when I was a kid...
