Who owns Text and Win Numbers?

Who owns "Text and win" numbers?

Entercom, i-Heart, and Cumulus all have different "text and win" numbers to enter contests. I assumed the "text and win" numbers were owned by the companies.

But than there is this. Full Power Radio, which owns numerous radio stations in Connecticut, Massachusetts, and Rhode Island used 888111 for their "text and win" contests. I assumed it was their number, but than I was watching rerun on MOM on FOX 61 and they have a "text and win" contest to win a trip to LA and see a taping of Mom. The "text and win" number was 888111. This contest is on all the "local" stations that air reruns of Mom and not the cable networks that air the show - FXX, Paramount Network, and Nick-at-Nite.
 
I think they contract with a third party. Snipp is a common source for these. Clients as large as an iHeart likely get dedicated numbers where others may be reused for clients with active promotions.
