Why Did KXOX AM-FM in Sweetwater Lose Their FCC Licenses?

The FCC website reports that Stein Broadcasting's KXOX AM and FM in Sweetwater have lost their licenses and are now silent.

Based on the still-online KXOX station website, the AM has been on the air since the late 1930's and the FM seemed like a solid community-oriented country music station. What happened?
 
What I saw on the FCC website is that the licenses have been deleted but Stein has an STA to operate them pending an FCC resolution. Stein seems to be saying is that it attempted to renew the licenses online on or about March 28, 2005 but that something must have happened that got it lost in the system.

Pretty shocking news, but it's obvious that if that were the case the owner should have followed up on it a lot sooner. It looks like renewal applications for both stations were "accepted" last year but neither one was approved. Maybe it did get lost in the system, so to speak, but by operating without a current license the owner is at fault. This is negligence, but I guess the only question is whether it was willful or simply a lack of knowledge. If both stations are lost because of a misunderstanding it's a real shame.
