If by the word "make," you mean "profit" - the answer, of course, is in negative numbers to the tune of at least seven digits per year. KRON is not moving to Monterey. They wouldn't want to. As indicated above, the station would be worth even less than it is now, their revenue would go down, and they would still have the same enormous debt to service.
Also, as far as I know, ABC makes additional revenue by supplying KGO-TV to that market, which of course, they own. So if there's a reason they would want an affiliate in that market, I'm not aware of it.

I think Disney/ABC would grant an affiliate in that market, only to Hearst/KSBW if Hearst made KSBW's primary signal the ABC affiliate.
If all Hearst is offering is subchannel status, or the other options are through unknown stations to the region, I agree Disney/ABC wouldn't want an affilaite and would rather just be the affiliate through KGO cable.

Interesting point. Given the state of NBC right now and depending where KSBW and the NBC contract is sitting it could be an interesting point. ABC does lose a few viewers to OTA homes. In El Centro/Yuma, ABC is on KECY-DT2. In Palm Springs, CBS is on a Class A Low Power) television station.
Here's a possible idea....KSBW picks up ABC for the main channel and moves NBC to DT2. In exchange, Comcast would possible pay KSBW for carriage. Hearst would end up controlling ABC and NBC in the market and with cable penetration being what it is, would give them two prime cable channels.
It seems that ABC-7 Monterey Bay Cable edition is being done in a half-ass way. From what I have heard, it is considered a mediocre performer.

I think a better site for a translator would be Fremont Peak where KSBW is, or at the site of KION 46, they should try to get a full power signal down there as well, and carry different syndicated programming where now some is blacked out on Cable 7 due to the syndex rule.

What could happen is like you pointed, KSBW picks up ABC for the main channel, and the switch is made. Disney ABC benefit moving to the strong station in the market, and having a real OTA HD primary station out there. Hearst anyways is more aligned with Disney, more affiliates, and more JVs (ESPN, Lifetime, etc.) with them. Right now, though they don't want to can NBC affiliations, as just to keep the portfolio diversed.
However, for NBC...
Dependent on what the FCC/DOJ think of Comcast owning say KNTV and WCAU and operating the cable systems, if that clears without issues, then Comcast could just be the supplier of NBC programming for the Monterey market as well, and other small markets where they own the cable system. To keep a token of OTA presence, Comcast buys a LP station and broadcasts the station there as well. Station has little to no news, or rebroadcasts KNTV news. Much like what Univision does.
Then if DirecTV or Dish want to carry NBC, they deal with Comcast-Universal and not a middle operator who would otherwise collect the retrans revenue.
