Wichita Falls radio lessee accused of fraud

Moises Reyes-Leal is under investigation for leasing 96-3 in WF to offer planning and hosting for quinceañera events, then took the money and ran, according to police reports.

The article mentions this, only information about radio in it.
"Police here say they have information he had set up in Wichita Falls and was leasing and using FM 96.3 as a base of operation."

Something doesn't seem to line up... 96.3 was R&B last time I had heard it on the air. I don't see an R&B African American targeted station promoting Quinceañeras, unless I'm missing something? Perhaps the report meant FM 98.7 KZAM, as that's the Spanish station up there? They didn't give any call letters... I have little to no information about KZAM other than the fact it's been plagued with staffing and programming problems since it's launch 5 or 6 years ago. The last couple years it seems they went to Spanish and ever since it's gotten better programming wise. I don't know who's taking care of the Spanish stuff on it, but yeah. This is the only other possibility I can come up with. I could be completely wrong in including 98.7 in this, but it's literally the only Spanish station up there besides one of the Guel LP FMs.
