Then there was one that went all Elton John for a long long time...

Actually, the Country+Rap format was tried, but it came out as CRap.

During their oldies format, Calgary's 660 CFFR played Elton John so much that I called them the the all Elton John station. You could tune in and be guaranteed to hear Elton within 5 minutes. No joke.
 
How about a "variety" format, but with ALL sorts of rock/pop music, not just the 80s/90s/00s playlists like Jack, Bob, etc have? In smaller markets I can see this being somewhat successful perhaps?
 
There are quite a few bluegrass covers, and they are pretty good.

Google "billie jean bluegrass" or rocketman bluegrass".
