will government shutdown affect FM and AM license renewals in Los Angeles?

Just wondering if the shutdown will have an effect on local stations trying to get their licenses renewed and if they are affected, would they get fined for having expired licenses?

Any delay would be mitigated by some form of temporary authorization.
