WJKL 94.3 FM applies to move to...Oakbrook Terrace

I think you hit the nail on the head. Maybe WJKL is actually struggling like The Fish was, and now they are prepping for a major-league sale.
 
A highly un-intelligent move if you ask me, but I suspect the FCC might approve this because other suburban frequencies (96.7, 99.9, and 107.9) were allowed to move closer
The reason 94.3 might get approved is because it's already short-spaced with 93.9 & 94.7. They had at one time tried to upgrade to a Class B1, and were gonna have the COL be Lombard, but I saw that got nixed. 93.5 & 96.7 were recent stations that got power increases and move closer to Chicago. 96.7 however was forced to go directional in order to protect 96.7 in LaPorte & 96.9 in Zion, or they wouldn't have had to go directional. 107.9 had their big power increase many years ago, and not sure if it was a pre-1964 short-spaced station or not, but they managed to get primary coverage into Chicago. But they had to go directional in order to protect 107.7 Milwaukee.
Also, Milwaukee and Indianapolis's signals are much more centrally located in the metro. Whereas Chicago they are all on one end and wasting half their signal over water. Again, another case for raised height. Best place for Chicago's signals would be somewhere along 290, like in Forest Park or Broadview. But there aren't any 1300ft buildings there.

Actually Milwaukee stations waste a lot of their signal over Lake Michigan as well. In Milwaukee, most of the radio & TV stations are on the far north side & in Shorewood, and they're close to Lake Michigan. Only 92.5 WBWI West Bend & 105.3 WFZH Mukwonago don't waste a lot of signal over Lake Michigan, as they're located well away from Lake Michigan.
 
I can appreciate where some of you are coming from, but don't worry. If you can't get the signal now, if EMF wants you to listen, they'll put up a translator. We barely get 94.3 in DeKalb and Sycamore...but we get it rock solid now on 105.3, which picks it up from 94.3 FM from a Com Ed/Exelon antenna on the south side of town.

This will actually cost them some, because some of the translators they just got on the air will be within 15 miles of the new transmitter. But it also saves them on tower maintenance and electricity. The higher population is obvious, but remember, they want to serve a target audience. If you are not in it, then they don't have you as the highest priority at the moment.

Finally, given no interference from another station, many Class A FM's do better in car stereos, with outdoor antennas. That's why you can get it, and probably still will after they move.

Then the question becomes...what happens to the old WJKL tower? EMF can use it as a backup, or sell it, or use it to pay the bills by renting tower space. They likely won't do the latter.

I know this may not help most people that are complaining and they probably do not like EMF but for information purposes they just bought a construction permit for 91.7 Woodstock, IL 5k, 328 directional away from Chicago. So it will likely be K-Love but could be Air1. It will serve farmlands between Rockford and the far northwest suburbs. I think people mostly complain because they do not like K-Love. The move of 94.3 would help me pick up K-Love better when I visit family in Evanston, IL where K-Love now just barely comes. And come is further when driving to Chicago from central IL where I live. When I listened to 94.3 2 weeks ago 94.3's signal processing seemed flat to me and not as good as other stations. Chicago had no other station I wanted to listen to however then 94.3. I could not get any of Air1 signals at 88.7 and 88.3.

K-Love's also got a translator here in the Southwestern Plainfield/Minooka area at 101.5.. I can barely pick up WKQX or WTMX because of this translator.
