I'm quite certain the proposed COL change is an attempt to improve WKRO's signal over Daytona by moving its tower closer to Daytona Beach and Ormond Beach; Hence the necessity to change the COL as a first service to Port Orange. Once approved, this will eliminate the requirement to provide city grade coverage over its current COL - Edgewater. Considering these two communities are too far apart for a class C3 to provide city grade coverage simultaneously over both communities, the COL change makes good sense since it will be much easier to simultaneously provide city grade coverage over Port Orange, Daytona, Ormond and the entire MSA.
