The FCC's database still lists the Portland facility as licensed. I don't know how long it takes for the FCC to update its database, but it isn't long from some of the files I've seen.
The license application was filed in June, but at the bottom of the application, there is a mention of a problem with a permit needed to install the antenna. This could be the hold up, but I don't know of a municipality taking two months to issue a permit (our city did it usually on the same business day).
