WSMN Gets Extension OF STA To February?

In today's FCC Applications (08/23), WSMN-AM 1590 apprently is getting an extension of its STA to build-out its DA-2 5K pattern until next February. Does this mean they're ready to break ground now? I'd hate to be erecting towers and all the paraphernalia along with the testing in two or three feet of snow.
